lots of states they expect you to have the title in hand to sell the car... in VA, its not that simple. A friend sold his BMW to a guy in CA recently and the guy wouldn't leave without the title. Thankfully my friend was getting more than he owed, so he paid off the bank, the bank released the title (I think he said they did an "emergency release" to expedite the process) and then went to the local DMV a few hours later to get a new title printed without the lien. If you owe $4k, and you only get $3k, you're responsible for paying off the $1k extra to release the title to give it to the new owner...
